More decisions for SP (and stats tweak)

I have a SP who is averaging 6.8 IP per start. He has 24 starts and only 13 decisions. He has a 1.12 WHIP and is 8-5.

Just seems...weak to me.

Had a multi-year sim where I also noticed that my SP's weren't getting enough decisions and were ending up with just HORRIBLE W-L records, even if they were highly-rated guys.

Also there should be an option for six man rotations and spot-starting players, and there needs to be an option to have more than two setup men, and what hapenned to LRs?
