Scouting Reports not saving

I know this could be posted in the bug thread but this one is really annoying and is ruining my game for me. Whenever I run other leagues I have no problem with the game saving scouting reports from year to year. But for some reason my imported OOTP 13 league will not save scouting reports from year to year even by the OSA. I really use these scouting reports as a way to judge who are the best players across eras, and all this stuff was made about the new player dev tracking system in this years version.

In v13 I had no issue with the way they tracked player dev as the reports always saved from year to year. So its annoying that it won't this year and I can never see the improvement or regression noted from scouts after a year. Does anyone know why my league won't save any of the reports from year to year. I have it set in my options to save all reports.

To add when I switched teams this offseason as gm I lost all my scouting reports even from version 13 because I switched ball clubs. Is that supposed to happen?

Sorry one more thing, it only happens with my imported league from 13. If I start a league in 14 its fine. Has anyone else encountered this issue with an imported league?

Player development changes are tracked on the player profile page for their entire careers. I forget what the tab is named, but it's on the player profile page. It's actually a tremendous addition in OOTP 14.
