This issue is supposedly fixed in our latest beta test version. I'm testing it now. It works, but not sure if it's working as intended.
Could some of you try this with your version of ootp 14.
Create custom game
Select Advanced
Select only Jap. pro league.
Set League Nation to Japan.
Click the Names & Affiliations tab.
Set each team's Nation to Japan. It's a PITA to do this and I don't think you should need to do it.
When done, start the game.
Now click the League Menu and under Transactions select show all *** players.

Now do all players show that they are indeed from Japan?
If so then it works...just not the way one would think it should.
If not then it's fixed I guess and should be ok in next patch.

Thanks BigRod. I don't have version 14 as of yet so unable to test at this time.

Did the step you listed and the players are almost all USA with a few other nationalities sprinkled in. Each NBP team has 4 foreigners on it.

Yep...but I only go 6 foreigners total.

Got it to work once with our beta version...second try was a no go...back to 99.8% U.S.

Ok, confused. Di in a second time and it seemed to work.....Here we go for #3.

Yep same here...and that's the problem..but it's good to know that it's somewhat of a workaround for now.
So if it works for anyone...create a template or backup immediately and you'll be good for now.
It will get fixed eventually.

Are you seeing it work SOMETIMEs and not others? I've done it 5 times and it worked once.

When I get to the Team's Countries they are already Japan but I've set them again.

Yep exactly what I'm seeing...and this affected the others as well...Cuba, Taiwan, etc. but those are fixed...It's just the Japan pro. lg. now..When I first had to set them manually, it worked as it should. Then when I tried it again..each team was auto set to Jpn. , but that time and each after it filled the teams with U.S. players and a coulple foreigners.
Japan wasn't really singled out in our bug report so it's possible that Markus just missed that..but I've updated that info..

So for anyone reading this,,if you get it to work...definately save it immediately..make a template and you'll always have it for now.

The only way that I have found to consistently get the Rosters as all Japanese with 4 foreigners was to:

1) Create the league as described above
2) Delete all players (if they are not Japanese)
3) Go into League Options and Change 'Default Player Origin' to Japan (97%)
4) Under functions 'Fill Teams with Fictional Players'

The roster then look good to me.

Just tried something different and it worked...
When you do the steps I posted previously the second time don't go to names and affiliations page yet. Set the Nation back to U.S. first. Then go to affiliations page and manually set each to to JPN and it works again..I got 100% japanese players

Are you/beta/Markus expecting to fix this fully in teh next few patches? I ask because I am still on 13 and I can just play my main league until 2008 on 13 when the *** comes in then convert. I was going to get 14 this weekend to start a new historical league but will wait awhile for my main league.

Per Markus, a potential fix is on its way in the next patch. But, as always, it has to be tested and verified. Hopefully it will get sorted out soon, but I'm not sure when another patch would be released. I'll leave it to Markus to give us any official word on what's going on.

Pretty much as Charlie says..I'm sure it'll get fixed as from my testing it doesn't seem to be anything major just something that might have gotten overlooked. In the meantime though, I've created a template for it. It has everything needed (100% japanese players and all personnel) as I figured out how to get around the problem. This is the exact same setup that you'd get if it was working right. It's available here for anyone that wants. It's not zipped or anything so you can dl it directly to the game world_templates folder.

And, just to add to this, the bug with the Japanese league was discovered during beta testing, and it was thought to be fixed. But obviously it has persisted, and Markus has not really been able to reproduce it on his end. But we have a number of others that are getting the problem and have been able to report on it, so I think he's got the leads he needs to find the root cause.

So it will get fixed, but sometimes these bugs are persistent and elusive.
