Request: Fix schedule file cycling

No, this isn't a request for a new scheduling algorithm.

From OOTP2007 until OOTP11, schedule files randomized the teams within each division. In addition, schedules with the same parameters were rotated, with the additional rule that rotated schedules would NOT rotate the teams within each division (see here for an example with the 2013 alignment.) OOTP12/13 broke both with the changes to schedule file names and the like.

While the 2013 alignment with Houston in the AL West can be worked around by balancing interleague games between divisions (as has been done here) this is not an authentic MLB-format schedule, as real MLB teams play one division entirely, rotating from year to year.

Both these problems stem from the renaming of schedule files. It should be easy to code OOTP14 to fix these issues.

As far as I recall no changes have been made to schedule files over the last several OOTP versions. Can you present an exact example of what you're seeing?

That's not entirely correct. While interleague play has been rotated amongst the divisions for some years now, there were always plenty of exceptions each year due to the different structure between the leagues and the retaining of the 'traditional rival' matchups. The new 15-team league alignment finally resolves this problem.
