created player ratings
when creating a player in ootp 13, are the ratings relative to what league they are created in?

Your scout will tell you how that player ranks in that league and relative to the ML. If you create a 5 star player in HS or College then he may deteriorate by the time he is drafted. If he is a minor league player and is a 5 star then he will be ready to play day 1.
