Yes. But I ran into trouble with the draft last time I tried it. The AI would not draft. Not sure why that happened.

I've tried both. I never got the draft quite right, though, as the draft pool would be smaller on draft day from the day announced. I also tried to create the Venezuelan's indy leagues, and they don't have a proper draft. It was basically HS and college feeders and once the player reach the max age, they're released and you can sign them. Their contract doesn't expire; they reach the max age limit. So yes, players make it into the draft, or you could sign them as free agents.

Btw, I just tried an international set-up. Created a league based in US, then 8 teams from 8 different countries. Set foreign limit to not allowed, based on team nationality. Then in options, set foreign percent to zero. The AI only creates players matching the nationality of the teams. You might have to tweak the nation's quality of baseball.

Although, I'm not sure if this is what you were trying to achieve.

I want to have a league in each country represented in the league (let's say 8 countries) containing 20 teams each.

After a number of years (20-30... I don't know), I'd like to create the International Baseball League, that would sign the best players from all those leagues and have no farm system.
Do you want a league in each country, or a league with each team representing a country?

What I originally wanted was a league in each country feeding, ultimately feeding a major league that would be created after 20 something years. That major league would feed into those country leagues...

But it seems harder than I thought...

It seems that the best options would be to do some testing with it myself, hoping to get it right.

I'm a little confused by all this...
No, that was my example of where the manual was wrong. You can definitely do that.

As for scrambling the leagues...You can set up the national leagues to feed into the draft for the international league. You can set an age maximum on the players in the national league and only players reaching that age at the time of the draft will be eligible, but I don't think you want an age cap on your national leagues. The other option is to set no age limit, which makes every player available in the draft of the international league. The problem here is that in order to run the draft, OOTP releases every eligible player from their former team, so your national teams will have to resign their entire rosters.

Aaaah! I understand now!

Can't we allow only the free agents to be drafted by the international league?

The national teams could be "emptied" on the first year but then, at each subsequent draft it would only be the free agents...

I don't think that it can be done this way, right?

Thanks again!

Forget about all the fluff.

Simply work on setting it up in its most basic form. Then sim, don't manage, don't GM, just sim. See how it works.

Once you are comfortable then make a keeper-league. This advice will save you a ton of preparation and the inevitable re-preparation time to get it so that you love it.

Honestly, this little extra step may seem like a time-consumer but it is, indeed, a time-saver.

You'll get it right! Enjoy the fun.

I wish someone would publish settings that seem good for a modern day MLB universe with foreign and independent leagues.
