Salary Cap Probem

I created a custom fictional league with 2 Leagues 2 divisions and 5 teams in each division.
Before the initial draft I set the salary cap to 65M and the team cash maximum to 30M.

Coaches are off and Financials are on. When I ran the draft not one team kept their payroll under 60M, including a couple of teams who had a salary of over 90M. When the first season ended no one could sign FA's because they were all over the cap.

I HAVE downloaded and installed the patch...sorry if this has been covered before

Probably a better idea to set the cap AFTER the draft as that will give you a better idea of the financial situation of the league.
