Minor league staff problem

We have 2 teams that have minor league staffs with very strange numbers of starts for pitchers. After about 45 games, each team has one pitcher with 20+ starts, while others set in the rotation haven't started at all. The minors are set to Human Manager. Has anyone seen this before?

Make sure all of the pitchers in the minor league staff fill the first X slots. i.e. if you have 3 pitchers, make sure they fill the first 3 slots. We found a situation where if there was gap in the slots (like pitcher 1 and 2 were in slots 1 and 2 but pitcher 3 was in slot 4) the pitcher(s) after the gap (#3 in my ex.) wouldn't play any games.

That's what's surprising - both systems have at least 4 minor league pitchers at that level, with all spots filled in. Strange.
