No free agents? No amateur draft?

I bought the 1994 season and have now reached July 19. There have never been any free agents listed, and there has been no amateur draft.

Is this a bug in the season? I'd rather not invest any more time with this if there will be no new players available, of course. Having few players in the minors, I was forced to replace injured players with 20-rated players who did not have the green "ready" arrow (not a pretty sight).

I had hoped to play this team for many seasons. Is this broken?

What I found was that there are no free agents in the first season that you play but there are after the season is played out. After that, the supply is as you would expect. The amateur draft also happens after the first season and continues as expected after that.
