International Scouting FA question

My scout emailed me a scouting report on an international prospect. I want to offer him a contract, but I can't. If I right-click, or click actions, there is no "Offer Contract" option. I have tons of cash. What gives?

EDIT: Nevermind, he was 17 years old and my league had an age limit. My bad.

Again, I salute guys who come back and answer their own questions.

Saves time and effort and people learn (and appreciate the finer points of the game; in this case, the program knows not to give you the option based on an obscure setting that you may have forgotten - rather neat).
