Signing Coaches

In OOTP4 you were able to sign coaches/scouts whether you had money or not, in OOTP5 it appears this has changed. What happens to a team that cannot afford to higher coaches/scouts?

I just had this problem and had to cut some salary via trade. It stinks managing the Brewers.

Not sure there is much else you can do.

If you have no mney then you can sign coahces/scouts or whatever you want for $200,000. No more than that though.
