When do historical rookies import?

Quick question. If playing a historical game where I have it set so that historical rookies come in as free agents and not through a draft...when do they show up in the free agent pool?

Also, if I switch to a draft, when should I schedule it so that I do not have them import at the wrong time or skip a year or something?

I want to say that they would still come in the day the offseason starts. in my main league I have them going to their original team, i have never brought them in as FA. I have my draft for random debut set for November 10th. As long as you don't have it after January 1st you will be fine. Meaning a rookie for 2010 the draft would be in 2009.
