International Scouting
At what point in the game can I look at potential international players?

If scouting is turned on, you need to go to your team's scouting menu (can access it through the Front Office area or directly through the team menu at top of screen) and in there select which countries you want your scouting director to visit. Then, occasionally throughout the year he will notify you of potential players from those countries and you will get a chance to offer them a contract.

A bunch (the default is 6, I think) show up when the preseason starts each season, as well. There's an option for that in League Setup -> Financials. It says "Generate international Free Agents". You'll see those regardless of your international scouting spending though, so... not sure how relevant that all is.

I posted this question while I was in the middle of a game, and I think within 2 days my scout gave me a report on someone. And tayloraj, you are right. They have been pretty terrible so far. Can I look forward to better international prospects in the offseason?

My experience is that I have gotten some really good international guys occasionally - not sure if it has anything to do with how good your scout is, or if it is just random.
I've had better luck grabbing up some international guys during free agency - some of them went to other teams and were released, some I think just went straight into free agent. My best guy was actually like an Ichiro - Japanese player who was scouted and came over to my team at 30 years old, but was already great - had several great years before he retired. |

The players I was referring to were the ones that generate at the beginning of free agency each year...who are, without fail, terrible. The ones your scout finds in season are significantly better, although a mixed bag. The majority of the time, they're worthless. But maybe once every year you'll find a player with a little potential, and every once in a long while you can strike some fantastic talent. In my current MLB quickstart I've played about 40 seasons; I've found three guys who went on to become superstars, and quite a few more who went on to productive careers. Bottom line: you'll find a lot of junk, but there'll be just enough to keep you spending a lot on your international scouting.
