Is there a page where league average payroll could be found?
(Along with a cap number, soft specifically, since that is often times some percentage of league average payroll)

The first one is easy; just go to your (or any) team's finance page, under Front Office, Advanced Info. The other, AFAIK, you will have to do a bit of math after consulting the Team Revenue Settings under League Setup, Financials.
