Making Plaques from Player Pics

Has anybody found a good way to "bronze" or "chrome" the player photos into something that looks like a HoF plaque or the monuments in Yankee Stadium? I did some searching, but didn't find much except a thread from 2010 where they were making plaques. The best thing in that thread was to overlay a semi-transparent bronze layer over the picture.

I typically use Paint.net or GIMP. I was hoping there would be an add-on somewhere that would do this kind of transformation.

If you use GIMP, have you experimented with the "emboss" distort? It can be found under Filters--> Distorts---> Emboss.
