Question regarding creating new associations

Hey all, I have a few questions that I am trying to figure out.
Here's the background for what I am trying to do. I am creating an Association that incorporates all of the independent leagues into one league.

The first question is: Is there a way that any players on any of the teams within the created Association have the ability to sign with a team in the MLB during the regular season?

Second question is: Is there a way that I can eliminate the amount ability for people of certain nationality to be signed to any teams within the association (I mainly want to have the nationality base of USA, Canada, Mexico, Puerto Rico, Dominican Republic, and so forth)

The last question is: If I create an inaugural draft, can I control of the nationalities that can be and can not be drafted?

You mean like how the Indy Leagues work? No, the player would have to be traded to the MLB. FA's will sign with any league.
As long as the league is a USA based league then the best baseball countries will show up. Yes you will still get the occasional South African, or Aussie or Russian, but the majority of players will be from those 4 countries.
