These two methods work for me:
1) I first look at the players career stats and then I compare that to what his ratings look like. When looking for a pitcher first look at his history then the ratings. Same with position players. If a pitcher has a winning record and your team is decent he should have a winning record with you.
2) I also have been lucky picking up free agent pitchers that play for lowsy teams. Their stats are low because they are playing on bad teams. I then look at their ratings and if they have good numbers I pick them up. I usually have good teams with good pitching so they improve once on my team. I get a lot of 2.5-3 star pitchers for a cheap cost and they seem to almost always work out for me team.
EDIT: I know some GMs look at the pitcher Stuff first, some movement and others control. What I do is I add up the total of all 3 ratings. If the total is 40 or over he is a keeper, if he falls between 34-39 I may take and try him out but he may not be what I want in my rotation.
