Players will definitely improve to the best of their ability at a position if you play them there. This is determined by their other defensive attributes (arm, range, etc). However, I have no clue about if they progress in the minors that way.
The best way to do it for youngsters is to put them as a back up in that position and set them to play every 7 days. Once they get to a yellow color or so you can throw them in there full time, otherwise they suck for a while.
