How exactly does OOTP determine ratings?

So i have CC sabathia and Mark Texeria both are 39 Years old, CC is 2 star rating, while texeria is 5 stars. So how does this game model ratings?

Depending on how you have AI evaluation and overall ratings set up in your league setup, it is a combination of individual skill ratings and performance.

Note that stars are not ratings. Stars can be affected by a trade and/or better players at the position. It seems that CC may be affected by a bunch of 20 something pitchers getting good. That's happening right now.
