Ratings differences between screens?

Any idea why (in all old versions and this one) there is a huge difference in player ratings when you are looking at the LEAGUE - TOP PROSPECTS list, and when you click that individual player and see his ratings card?

BNN page seems to show it accurately. Perhaps it's your scout?

BNN is OSA ratings, the other your scout.

Why do people always say that OSA is the real ratings when the manual says that OSA is understaffed,etc and to trust your own scout?
