Where is the "Import from FTP" feature?

In prior OOTP 11 online leagues, under the option for the team manager to "Export team via FTP", there was also an option to "Import team via FTP".

I am in a league now that has converted from OOTP 11 to OOTP 12. In OOTP 12, I can only see the option to "Export team via FTP". The "Import team vIA FTP" option is not there.

I requested that the option be enabled, but some of the people running the league say they can't find how to enable the option.

How does a commissioner enable this option? Was this ability to enable the option removed from OOTP 12?

The "Import team via FTP" had several valuable uses:
a) While I am preparing for a sim cycle, I frequently "Export team via FTP". If, during that process I made a mistake, I could simply "Import team via FTP". That would restore the condition of the league to where I had made my most recent export, essentially un-doing my mistake. This was an extremely helpful feature from a manager's perspective.
b) Some people have multiple computers they use to interact with the online league. For example, some people use both a home computer and a work computer. If people made some changes at home and then exported those changes. They could later "Import team via FTP" on their work computer and have the latest changes they had made on their work computer.

I think there were other uses, but I can't remember them right now.
