Major League contract required for everyone on 40-man roster?

Does everyone on the 40-man roster have to have a major league contract?

It is the off season and I have some guys on my 40-man roster who do not have a ML contract, but I am thinking they will be assigned a ML contract at some point: But when? Once the regular season starts?

Every player on the 40-man roster will receive a MLB contract after the first day of the season.

This does not mean they will be paid ML money. The players you demote before opening day, waivers problems aside, will be paid a small fraction of the ML minimum.

They are not called up IRL as players cannot be optioned to the minors during the off-season since the minors are not operating. Rather, the Major League club starts spring training with its 40-man roster and then options players to the minors as spring training progresses.

OOTP mimics this arrangement by having all players on the 40-man roster present during the Major League club's spring training.
