Scouting Question

Dumb question, but I wasn't able to find the answer in the manual.

I play in an online league with scouting off, so all we have are the OSA ratings...does the fact that team scouting directors are off mean that the OSA figures are 100% accurate or do they not represent perfect information?

with it off i would assume it is based off ratings. now if the commish has it checked that the overall rating is based on the AI evaluation and not ratings then no it won't be but otherwise it should be accurate
