Collective Bargaining

It would really spice up Commissioner and GM/owner mode if there were a feature for collective bargaining. As a GM/owner, you'd be one vote in measures that would affect the profitability & competitiveness of your franchise, while the commissioner would be responsible for keeping the league vital as a whole and avoiding work stoppages (strikes & lockouts).

Caveat 1: I realize collective bargaining agreements involve the owners and not the GMs, but I figure it best only to add to current modes rather than propose entirely new modes.

Caveat 2: I have no idea how this would be simulated, but it would be a pretty cool thing to simulate if the programmers could figure out how.
