Editing Nations?
I am trying to change what countries my players come from primarily. I have edited the default world file so when my game starts all the countries have to correct level of baseball quality. But no matter what I do the players always come from the same places. I have the Domincan Republic set to non-existent and still I end up with a ton of players from there, I have Brazil set at EXC and get virtually no players from there. What and I doing wrong.

I tried an experiment, I started in a random foreign contry, in this case Eqypt. And the changes I made kind of worked. Except now countries regardless of size with the same baseball quality produce the same number of players. A country such as Japan 127mil produces the same number as Aruba 100k if they have the same rating. I just bought OOTP 12 recently, the last version I owned was OOTP 8 and I cannot believe how much more difficult they made this process since the last version I played.
