Importing Updated Ratings

I've played OOTP for years, was in an online league years ago. I currently have a few sim hockey leagues i have founded and oversee, but my some of my GMs are clamoring for a baseball league as well. The one main question I have is

1. If I start a league with OOTP12 is it possible to;
a) Import the new ratings to all players when OOTP 13 comes out?
b) Similarily, delete the existing players who do'nt get rates OOTP13?

The intent would be to have some fluctuation during the season, but GMs would be trading for players future abilities in real life, rather than in the sim. Thereby creating a "mlb-based" style league. Are there any of these out there?

The type of league we would like to get going is very much the MLB based type league, where would could draft our organization from scratch, and then build it with an actual eye on MLB. Yes that means we would be simming only 1 season per year, but it would give a GM the authentic experience. With a pool of 120+ GMs that I have in sim sports right now, I have plenty of interested GMs, and would want to get some from the existing OOTP community as well.

Any help/directions would be greatly appreciated.

You'd want to create your league in 12 and simply upgrade the league to v13 when it comes out. Everything in your league will transfer, including ratings, in that process.

You want to update the player ratings of your OOTP12 league with the ratings of the (then newly released) OOTP 13 league.
Sorry, there's no way to do that
