Convincing your owner

I'm almost positive that i saw something about being able to convince your owner to go over budget if you have no more budget room and you might need that 1 last player to win it all etc...

I've looked but i can't seem to find anything like this, is there really an option to ask my owner to go over the projected balance etc..?
