I just want MLB players, PLUS Japan, Cuba etc

I just cannot for the life of me figure it out. I can start a 2011 Roster MLB game, OR I can start my own game that has all the funky foreign leagues I want (just for fun and completeness). Why can't I start a game that uses the authentic 2011 MLB roster AND lets me pick the leagues I want?

Also how come I can't start a 2011 MLB game which has an inaugural fantasy draft? All the players are real, and unattached, and all the clubs get a fantasy draft to start with.

I'm having real trouble understanding how the game setup stuff works and the manual is very vague. Any help appreciated!

First off welcome! To answer your question I don't know if you can, try checking the mods section formods, maybe they have it.

I checked the mods forum but all I could find was "historical starts" for things like 1951 leagues and so on.

Is this really not something people would want to do?

You can do this, you just can't start with these leagues in place. Once you start your 2011 MLB league, go into the league setup menu and select "add league". Then choose from the standard leagues that are there, which include Japanese League, Cuban Leagues, etc.

Same goes for your 2nd question. Once you start the game, you can go into the league setup and select "Release all players & schedule inaugural draft", which is the same as a fantasy draft.

and if you want real players in Nippon, Cuba etc. look for rosters where these league were created as templates then you can add those to your 2011 league as well.
