Can't open OOTP5 (Illegal Operation)

I have OOTP5 installed on a pent II w/64 megs of ram, directx8.2, 2 gigs of memory free, but everytime I click on the ootp5.exe file, it says the program has performed an illegal operation, and gives me this message:

Then, when I click on the Game configuration.exe file, it says:
the game configuration.exe file is linked to missing export MFC42.DLL:6648

As far as I can tell, there is no MFC42.dll file in my folder, and neither is there an elisence file.

Thanks for any help anyone can provide. I have tried downloading the game again and reinstalling multiple times.

Have you deleted any files and or leagues? Have you tried simply reinstalling the game in a different directory?

If there is no elicense file then it will not work, have you had a HD crash or reformatted w/o unlicensing? You also might try updating your DirectX.

Does the PC you are referring to have internet access?

MFC42.DLL is a Visual Basic runtime file, so if you try reinstalling the game and updating your Direct X and that doesnt work, I would consider downloading Microsofts Visual Basic 6.0 runtime files

There hasn't been a HD crash or anything. My computer doesn't have internet access-I licensed it according to Viatech's offline process.

I'll try downloading the MFC files...

Basically, the game is licensed (when I right click on the OOTP5.exe file, it says that it is elicensed), but there is no elicense file in my directory. I spoke to Viatech, and they said to uninstall everything and start the licensing process again, but when I did that, (uninstalled everything, and then re-installed) the game still says its licensed, but again doesn't have the elicense file, and doesn't work. Anyone have any ideas?

Have you run scan disk and defrag recently? Maybe some files have just gotten corrupted.

Just a side thought but a Pentium 2 with 64 mgRAM is really pushing the limits for the game... anyone else running successfully on that age machine ?
