Pre-free agency seasons--will financials be off?

With the 1.1 update, if you purchase a pre-free agency season, will financials be turned off, or will you still be playing with free agency and all that stuff?

Along with Free Agency, can the 10/5 Rule be eliminated with all leagues before FA started in 1975.

At the moment finances are not disabled. But this is something on my list for the future.
