Does the Draft Expenses amount that is on the financial screen refer to the previous draft? Because whenever I sign new draftees it talks about FA money being used

The owner sets a budget for you before the draft (you'll get an email). If you go over that budget, then any amount you go over will be taken out of your FA budget. I'm guessing the expenses on the financial screen refers to the last draft, but I'm not sure
