Ratings/Sats help?

Hey guys.
I am looking for any feedback and opinions. I am curious if anyone has insight on the following:
1) Does anyone think it matters or affects where you place (specifically pitchers) in the rotation or bullpen? For example, If I put a callup at the top of the rotation, do you think it hurts his development? Do you think he may get overwhelmed? If his expectation is bullpen, does anyone think the #1 spot in the rotation may be too much? Is it logical to follow their expected role for best results? Just looking for opinions/experiences.
2)Is there a correlation between control and location? If a pitcher has avg movement (5) and good control (8) with three pitches. fast ball, Curve, Changeup (all 5's)...Does it stand to reason that the location (control) will make a difference. AKA Greg Maddux?
3) Does a high catcher ability help a catcher call a "better game" more consistently than one with a lower one? does intelligence play a role?
4) Finally, Ratings and Stats (scouting off). Ok, I have :
Pitcher A: age 23, 1 yr at R,SA,A,AA and 2 @AAA : 8's for everything including 4 pi which are FB,CB,CU,SPL.
5) Pitcher B: Age 30, 6 yr at ML level, downside of career, 5's all around with same pi. From everyone's experience if pitcher B has a better year, do u ever find or think that Pitcher B has a better year based on his years at big league level?
Just looking for opinions, kinds shooting questions off the hip because I am finding frustrating to find some answers.LOL

1) I don't think so.
2) I think the only affect control has is the walk rate. I don;t think it will make his pitches more effective.

5) I think he's asking whether a veteran player who has declining skills could be performing better than a more talented rookie simply because the veteran player is more experienced.
