Once I pick a candidate for a coaching vacancy, how do I go about hiring him? I know you can drag the name. Where do I drop it?

Making An Offer
I know I need to make an offer. How do I do it? I don't see a tab or anything on the available personnel screen that allows me to make an offer.

Right click on the coach in the list, or there should be an option under the Action menu on the coach detail screen. I don't have access to a game on this laptop, so I can't double check.

Right click on the coach's name in the available personnel window and 'offer contract' should be one of the choices. Selecting that brings up a window where you can select position (and team if you have minors enabled) and contract terms. Make the offer and you will get a response in your mail in a few days time.
