How do you view players' star ratings without managing a team?

I am fairly new to OOTP and I noticed that I can view pre-game star ratings if I am controlling a team, but nothing shows up in a league where I am just spectating.

Can anybody tell me how to enable players' overall star ratings in the pregame screen when I am not a manager?

Star ratings are only generated from scouting reports not the OSA reports. You have to be a manager to see a team's scouting report. So yes you have to be a manager to see the star ratings.
