free agents leave when they shouldn't

i have a major league and an international league. in the major league i have the following configuration setting: "don't allow free agents to leave league"

but free agents are still leaving the major league and signing with the teams in the international league.

Light, I'm surprised to hear that because I pushed Marcus to fix a bug like that during the beta and he did, though on the opposite end. Make sure to uncheck "allow fom other leagues" to prevent them from signing. I'd also post a support ticket and mention my bug report a reference for him. Markus fixed the bug I worked with him on. Maybe he just needs to tweak this.

If it is 2 major leagues then it works. But if it is a maor league and an "International" league then it doesn't work.

Here's the scenario I worked with Markus to fix. Does following this setup achieve the desired effect?

• Create a US based fictional Major League with the following free agent settings:
  • Allow players from other leagues checked
  • Allow players to leave league checked
• Create an International League (based in the US with foreigner % at 100) with the following free agent settings:
  • Allow players from other leagues unchecked
  • Allow players to leave league checked

This worked as expected back in OOTP 9 but was broken (and is still) in OOTP 10. This scenario was fixed during the 11 beta and my International league no longer signs outside players, it only lets free agents leave as I wanted.
