expansion settings

Every time I do an expansion, the expansion teams (besides already having their minor league affiliates *often duplicating other teams*) have staff in place, complete with contracts. Is there a setting to avoid this, so that I can control the expansion process.

If I am GM of an expansion team I would like to be able to hire my manager and coaching staff. It would be nice to at least be able to have a few choices for farm team placements.

If starting a new game as an expansion team I would also like it if the expansion draft were on February 1 instead of January 2. This would give the new GM time to get his organization and personnel in place prior to the draft.

I haven't seen any, I typically fire everyone as soon as I expand and start from scratch.
