Yes, you can make them with the built-in editing tools. Have fun.

There aren't any official roster updates. You can look through the mod forums to see if there will be any or not. I haven't looked by my guess is there won't be one until next Spring, but maybe there is one.
The game is made in a way where you can update the rosters yourself if that interests you but OOTP will not release updates. They do attempt to fix errors if there are any, but nothing to reflect what has happened since Opening Day. |
