Angry Force Start Not Working!

I am trying to get my players to develop at other positions in the minors, but they are not being started at their positions. The AI is ignoring my settings.

To clarify, the following has already been done:
1) The lineups and depth charts are set properly with the players I want at each position in AAA.
2) The players have had their positions "set" to the position I want them to start in.
3) Under strategy, the players have been set to "force start" at the positions I want them to.

When I check the game records, NONE of the players are being played at the positions I want them to be started at.

"set game strategy" under action is the place you need to force start. If you are there, i would try taking minor league lineup control off your manager for a day or two. When you switch it back, maybe you will be fixed.

Also make sure that in the player's strategy page, you change the dropdown menu to 'override team strategy settings'

Are you actually in control? Check the dropdowns on the Manager options tab.
