When you use recalc, each year it determines the ratings based on the recalc period. This keeps things reasonable close to history and there are several options to use for your recalc period.

When you don't use recalc, OOTP determines the players current ability and their potential. The OOTP development engine than controls the players ratings and they may end up taking quite a different path from reality.

One word of caution about recalc. When you use recalc and calculate potentials based on remaining career it doesn't work. It always used the recalc period only ofr actual and potential ratings. This is supposed to be corrected in the next patch.
