Reports not changing pictures

I have no idea why but for some reason in the game it shows the new pictures of the players that changed teams and the new logos I put in for 3 teams. However, when I upload them (and I have both boxes checked) but when I unzip the reports the new pictures and logos aren't there. What am I doing wrong here?

Here is the bizarre thing, it changed some of the players on teams that had their uniforms changed but not all the players.....Weird....

On the Commish portal, do you have the following checked:

Update person pictures if needed

Copy and upload new and changed images

I fixed it, something about partition or something on the server.
