How do I get a OOTP X league to allow me to control base runners?
Haven't found an option anywhere after importing it into 11....this was the main reason I upgraded....please advise

There is also a pregame option for baserunning. Just make sure it is turned on (assign the responsibility to your manager persona). It doesn't happen all the time. On cases where the result is pretty firm (player can advance safely or would be out if he went) the player still decides on their own.
