Civil War Baseball League Poll 2: Teams

Hey all!

Should I organize teams by:

1.) States--using the 1860 U.S. census to choose the states with the highest populations?

2.) Cities, using the most strategically important cities? If you have data on city populations, PLEASE SHARE IT! It would be incredibly helpful.

3.) Armies, as they were divided during the war?

If you do go by cities, you can go by US Census data at:
