Question Ratings Changes Over Time

I am playing in a historical league.

Scouting is turned off and OSA is the only provider of actual and potential ratings.

I have two questions:
1) How accurate is the OSA scouting by default for this context?
2) Are potential ratings set in stone or is it possible for players to get higher potential ratings over time. In other words, is the potential rating the best they improve to or can they push past that with a good intelligence, work ethic, conditions, luck, etc?

Correct me if I'm wrong, but as I understand it...

1) With scouting off OSA is accurate, completely.

2) I'm not sure if potential ratings change, but I do know that actual ratings can exceed potential ratings.

Sparrow: That helps a little with my understanding, but does anyone know about the potential ratings?

Potential will fluctuate just as actual ratings will.

The frequency of Potential changes can be adjusted using the Player Talent Randomness setting under "AI Options" in Game Setup. Keep in mind though, that doesn't change actual ratings changes, only Potential (talent) changes. Also more 1st round picks will pan out and less low-round picks will come out the lower that number is.

Lol. While briefly checking to see if my question had been answered in a readily available thread I ran across one where you got flamed for a quick reply. It's not like you were being a jerk, but they took it that way. I hope you let that stuff roll of your back. :-)

Actually, I think OOTPX got rid of that and it's not the case anymore. If actual exceeds potential, the potential will move too to equal.

I'm reasonably sure I've seen this, perhaps potential adjusts quickly, but I seem to remember when I have edited some players to ridiculous abilities, and start them young and at potential, their actual exceeds potential. But, I'm wrong often so who knows.

Yeah, that would be the next question, how quick do these ratings change? But I've now run enough tests that it looks like the most common result is that the Potential adjusts to match the new Actual so I agree with Afino. Still, splits can exceed the potential so that seems to be consistent with what Sparrow said.

It happens and I find it one of the better things in the game. We all know players that are 3-4 year wonders and then drop off into obscurity. As evidence meet Julio Medina. His AAA numbers forced me to find a spot for him this season (2017). He was supposed to be a backup, but I never guessed that he would hit 36 HR and force two much better potential players to the bench. I don't expect him to continue for very long.

In my experience the actual moves to meet potential. Not the other way.

I think what was being talked about was the actual ratings. In past version player ratings (i.e. Contact, Control, etc.) could be higher for current than potential, in effect "giving away" the fact that a player was on his way to having their ratings decline. This made it easy to trade away players who had taken potential hits, particularly as players aged.

What you're seeing is the difference in how overall and potential ratings are calculated. Potential can be based on all players in the league on the same scale or just players at a given position. It may be that you have potential based on all players in the game or there are just a lot of high potential youngsters at the position. Either way, I know there's a option to prevent this sort of thing from happening or it was programmed away recently. I haven't seen this in any of my games in OOTPX in the last several months.

In a couple scouting threads, I've seen a handful of mentions that player outcome is "too random" for scouting to matter. And the above setting sounds like it can easily adjust this "problem" to whatever someone sees fit. So my question is, has there been any conclusion somewhere on what's best for the 'talent change', or is it fine the way it is?
