Being a commish of a league takes a lot of hard work and dedication. Sometimes someone might sign up for that task without knowing the commitment it takes. After a season or two they may want to give up as a commish and go back to being just a gm. It can be a hard process to make that transition.
If the commish is honest and says he doesn't want to do it anymore, then he runs the risk of getting blackballed from other leagues(even if just a gm) because he's a "quitter" in the minds of some. So a lot of times when a league is facing it's final days, the commish will come up with some grand conspiracy where the league was destined to fail no matter what he did. When in reality... he just didn't want to do it anymore. The poor handling of the patching process on the part of OOTP made for a easy excuse. I don't know this particular league in question so I'm just throwing out an option. If I'm wrong in my assumption then I apologize. I'm about 6 leagues shy of the original poster so what do I know!
