cash maximum option

Can this be turned? If it is set to 0 will all teams cash be set to zero when the off season starts. I originally set it up for no revenue sharing and 60 million cash max. I want to have no cash max but the manual seems to say either the extra cash goes to revenue sharing or its lost. Am I understanding this correctly. Thanks!

Just set it to $999,999,999.
