League Set Up

While waiting for the new patch, I'm just finishing testing for my new fictional solo league, I'm unsure about a couple of the league set up points, if anyone could help me that would be great.

What is the difference between a major league and an international league. If I can have a Major League with 6 teams from 6 different nations why have an international league?

If I have a major league with a nation of France and teams from 6 countries, with a feeder league also with Nation set as France. If I then set half of the teams to come from America, will these feeder teams produce better players than the other half of French teams as France only has a baseball development of 3?
