questions about online leagues

I may want to set one up, but I haven't the slightest clue how. I'd like to ask for a step by step explanation please. However, I have one outstanding question. It may be a stupid question, but i'll ask anyway. do you need to have an FTP server thing set up to export and receive imports?

With all due respect to Fidel, however, I am troubled by that latter site. It was hacked repeatedly earlier this year, causing the demise of a league that I was involved in. Moreover, I am always troubled by hints such as a missing graphic on the home page. Sort of indicates shoddiness, don't you think? Still, it offers much information on online leagues for you to look at.
