BZ 3472: Puerto Ricans Omitted from Amateur Draft

When setting the foreign player creation modifier to 0, OOTPX creates players from America and Canada but not Puerto Rico. This omission results in a disproportionate amount of American born players in the MLB draft. MLB still recognizes Puerto Rico has a terrirory and still actively drafts players despite the request by Puerto Rico to stop draft players.

Can this be changed in the next patch? Better yet, I'd like to specify which nationalities can be drafted. Some players that are citizens as a result of immegration can also be drafted, though OOTPX doesn't handle these instances.
