Latin american leagues

What is the best way to set up an independent dominican league and other latin leagues that will have players were they almost mirror feeder leagues where players have high potential and low actual stats.....so these players will age out and become free agents at 16 or 17

What I did was set up an academy league with several latin american countries, limited the teams to the nation the team was in, and set the ages to 14-17. Also set it up as unaffiliated, no financials, with a draft of 14 year olds before the 100 game season starting in May. This way the 17 year olds get released after their last season to the draft pool, and can be signed by whomever in my universe. Didn't change the modifier, and it seems to be creating guys with the potential determined by the country's baseball skill level.

what was the level of the league......MLB, AAA, AA, A, College, High School?

i set my league up as high school and all the players generated for the draft are one star or half a star.....did you encounter this?

Overall or potential? If overall, then there's no problem. If potential, then you potentially have a problem.

it is potential......and i have player creation settings set to the default numbers.....i have no problem with my feeder high school leagues just the latin league i created.

Is scouting on or off? Is it possible that scouts don't scout in other countries? (Or at least not well.) If scouts are on, try looking with scouting off or through the edit function.

I had a similar problem, but now that the league has begun, I see that there is no way these guys can be a half star or a star. They are just hitting/batting too well. Also, I individually scouted a few and the ratings changed a bit. I wonder if this has to do with how much I am spending on scouting in that area (which area this is I'm not sure, foreign, minors?). Anyhoo, I also think this will improve with the next draft class, as they will come in like new high schoolers do, and those guys tend to have some decent ratings potential. Wonder if it is just a created player problem on initialization.

I simmed till the leagues first draft and the players created still were not rating out that well.....i'll continue and see what happens

I think it may take a bit to see if any of these guys pan out. I am actually hoping only a few do, or there will be an unbalance which would be a bit silly.
