Setting up commissioner mode?

Once the game is started, is there a place to go and enable commissioner mode? I thought there would be one in the GAME SETUP or OOTP PREFERENCES tabs, but I did not see one.

You go to Manager Home, then click on the Manager Options tab. There is a checkbox in there.
